West Houston Assistance Ministries (WHAM) has launched an innovative transitional housing program in partnership with the Energy Corridor Management District, Harris County’s Precinct 5, and local government officials. Rather than defaulting to citations or shelter beds, the program allows first responders to place qualifying individuals experiencing homelessness into participating hotel rooms for two to four weeks while a WHAM case manager works alongside them toward permanent housing, employment, food, and other needs.
The program launched in August 2025 with a $30,000 investment from the Energy Corridor District and has since been expanded to $60,000 annually based on early results. Harris County Commissioner Lesley Briones reported that approximately 61% of participants have secured permanent housing through the program. Precinct 4 contributed an additional $60,000 to the pilot, and several Houston city council members have also invested district funds.
The idea grew out of a real situation: a Precinct 5 deputy encountered a mother and her five-year-old son panhandling after fleeing domestic violence. The deputy spent six hours searching for a shelter bed with no success, highlighting a gap in available resources in western Harris County.
“In many circumstances, what people need is a safe place to stay where they can recover, and not a jail cell,” said Zachary Miller, vice president of the Energy Corridor District.
WHAM CEO Sonya Scott acknowledged the value of immediate safety while emphasizing that lasting change requires more: “A hotel room may provide immediate safety, and that is important, but it cannot be the end of the conversation.”
